PRESENT EMSC FUNDING:
EMSC Partnerships initiatives:
- Promoting child passenger safety programs on the tribal reservations
EMSCRC has purchased a total of 144 booster and car seats for the White Earth Indian Health Center, Fond du Lac and Grand Portage
Reservations. EMSCRC has subsidized training costs for two individuals from the Grand Portage Head Start to attend Ride Safe
training. White Earth Indian Reservation has begun a Child Passenger Safety Community Coalition, which involves public health,
injury prevention, health care and pre-hospital individuals.
- Implementing the Basic Emergency Lifesaving Skills (BELSS) curriculum.
Organized four BELSS workshop throughout the state. Representatives from 63 schools with a total of 122 participants attended
the workshops. Attended the Multi Hazard Training in Schools Train the Trainer in Emmitsburg Maryland, June 2004. Two representatives
from St. Paul Schools, EMSC Program Coordinator, and Nebraska EMSC Program coordinator will be attending the training.
Collaborating with Minnesota EMS Regional Program Directors to promote BELSS. (Northwest, West Central, Southeast and Northeast).
Central EMS Director is helping to subsidize individuals in her region that wish to attend BELSS.
Inclusion of BELSS initiative in the Guidelines for School Emergencies for Prehospital; Providers developed by National Association
of EMT's
- Participating in the Minnesota child death review system
There were initial meetings with the Department of Human Services to discuss the involvement of EMS on the child death review board.
EMSC will begin representation on the Minnesota child death review system as an appointed member
- Establishing interfacility transfer agreements guidelines for ill and injured children
Funding received from Children's Education and Research Committee to assist hospitals in their preparedness
capability in caring for injured and ill children. EMSCRC is working collaboratively with St. Mary's Rochester
pediatric emergency department on this objective. Collaborating with the West Central EMS Director to offer specific
pediatric training to 10 hospitals within the region.
- Providing resources to EMS regional programs
PEPP education for Northeast and Northwest EMS region
Pre-hospital recommendations educational requirements for EMS providers caring for children with the Metro 911 Region
Pediatric education for nurses in community emergency departments - West Central EMS region
Eight annual Pediatric Puzzles Conference - 100 participants attended in 2004
Medtronic Funding:
Facilitating the development of AED programs in schools
Medtronic Foundation has provided funding to EMSCRC to support a program coordinator to assist schools in developing Public
Access Defibrillation programs. To assist schools in implementing AED programs we offer BELSS information to assist them
in their training needs.

MAJOR ACCOMPLISHMENTS
Education
- Wrote and distributed the Pediatric Emergency Care Course (PECC) to over 2,300 first responders and EMT's
- Trained over 6,500 health care professionals in the care of pediatric emergencies (i.e., ENPC, PALS other workshops and speaking engagements)
- Partnership with South Central EMS Region and Minnesota Sudden Infant Death Center to develop a video called "When A Child Dies"
- Partnership with school nurses to provider "Managing School Emergencies"
- Sponsored a National PEPP roll out in Minnesota September 2000
- Pediatric education components have been incorporated into the First Responder, DOT-EMT curriculum or the EMT Refresher training at five technical colleges/organizations
- Developed a partnership with Minnesota Poison Control System to increase awareness of programs and education on poisonings to EMS providers
Systems Development
- Completed two statewide pre-hospital pediatric needs assessment in 1996 and 2000
- Authored and distributed 14 newsletters, Prepare, to over 6,500 health care professionals per edition
- Distributed and analyzed a survey on children with special health care needs. Surveying populations were families of CSHCN, health care professionals, home care agencies, and school nurses.
- Initiated PERK - Plan for Emergency Response for Kids a program to notify emergency providers of children with special health care needs
- Distributed Emergency Guidelines for Schools to members of the School Nurses Association of Minnesota
- Development of Basic and Advanced Life Support Pediatric Guidelines
- Disseminated ambulance needs assessment survey in July 2000 and analyzed data from Ambulance Services throughout the State.
- Disseminated a survey on Interfacility Transfer Agreements to all hospitals within the state, excluding those with pediatric intensive care units
- "Helping Children and Adolescents Cope with Violence and Disasters" Workbook
- Pursuing Pediatric Excellence through a Pediatric partnership - Allina Medical Transportation a program which included ALS PEPP for all medics, clinical experiences in Children's emergency department, ambulance site, quality improvement through run reviews
- Held management workshop to identify barriers in adopting AAP guidelines for care of Children in Emergency Departments
- Co-sponsored a diversity workshop with Metro EMS for EMS leadership
- Published three articles in newsletter Prepare dealing with cultural competency and diversity
- Disseminated a survey to metro ambulance services on cultural competency and diversity
- Provided pediatric emergency education to nurses and EMT's on the Red Lake, White Earth, and Cass Lake reservations
Research
- Participated in the Pediatric Traumatic Brain Injury Study to determine the epidemiology and associated EMS interventions
- Participated in a Transfer of Learning Research Study to evaluate the PECC course
Injury Prevention
- Developed a partnership with Hennepin County Medical Center, to provide child passenger safety training to EMS providers.
- Sponsored with HCMC a statewide Child Passenger Safety Update in 1999, 2000, 2001
- Received funding from the Children's Foundation in the amount of $35,000 to do Child Passenger Safety activities targeting the Hispanic, Hmong, Native American and Somali Communities
Legislative
- Facilitated development of legislation to require all ambulance services have written pediatric guidelines for the care of children.
- Facilitated addition of pediatrician to the Emergency Medical Services Regulatory Board
Fundraising
- Sought and received federal funding and philanthropic support from McDonald Charities, Medtronic, Road Rescue, H.P. Bend Trust Fund, Bremer Foundation, Born Communications, Children's Education and Research Committee, Children's Community Campaign

- Facilitated development of legislation to require all ambulance services have written pediatric guidelines for the care of children.
STATE EMSC ADVISORY COMMITTEE:
- EMSC has had an active advisory committee during 1996-1999
- Currently the EMSC advisory committee has been involved in establishing the EMSC resource's strategic plan but has not met since 2002
- EMSC program reports to the EMS Regulatory Board
- EMSC program is accountable to Children's Hospitals and Clinics leadership
- There is no mandate by legislation for an EMSC advisory committee formed
